I was told Anzo was a good brand, but I really want my new headlights to have LED lights also and Anzo doesn’t make those. I was also told that most of the projector headlights that don’t have a brand are from China and will fill up with water when it rains!? Is this true?

No brand should fill up with water. If there’s a hole in the headlight or any leak the light wont come on anymore anyways. Halo is a good brand. Basically any european or odd sounding brand from Korea or something is good. Spyder Auto, Apexi, Momo to name a few
First let me say don’t do an HID conversion. . Those “HID Conversion Kits” that you see for sale for $150 or so are not legal. NHTSA (The National Highway Traffic Safety Administration) has, up to the writing of my source, had tested 24 different manufacturer of said conversion kits, and all were deemed to be illegal and resulted in recalls or termination of sales. Basically, your stock halogen headlights are designed to essentially throw light everywhere for a wide range of vision of lower light. When you put a bulb designed to have a very focused beam pattern and a very sharp cutoff on it to avoid glare, into this housing, you get a very bright light that scatters everywhere, including into the eyes of oncoming traffic. It is this high level of glare that is why they are illegal. To do it right, you can do a true retrofit, if you want to go through the trouble, but that would require finding a perfectly clear lens, and lots of cutting and epoxy to fit HID projectors or reflectors into that housing. This can give the “angel eye” look depending on which projectors you use, but this is an expensive modification which typically costs about $450-500 per lens, or $900-1000 for a pair of headlights. If it were me, I’d just get an H4/9004 conversion housings and some higher wattage bulbs, and rewire the harness with thicker gauge wiring for the increased watt bulbs. As for the housings themselves, that’s questionable, because headlights have to pass DOT inspection. Many chinese made aftermarket headlight housings are not even tried to be put through the DOT testing, or else they would cost significantly more than $150-300. You didn’t say what year your Celica was, but if it was the last generation, I think they made factory projectors for them in the waning year or two of production, so that might be something to look into.
